Grand strategy is the genre where one campaign takes a weekend and a diplomatic slip in 1450 turns into a war in 1520. You don't control a soldier, you control a country (or a dynasty, or a galactic empire) for centuries.
The list has Paradox's big four, two Civilization games and the Total War with the most players when we made the list. And one choice that might surprise you: for Europa Universalis and Civilization, we recommend the previous game, not the newest one. We explain at the end.
The list in 10 seconds

| Game | Era | For people who like |
|---|---|---|
| Crusader Kings III | Middle Ages | Intrigue, family, characters |
| Hearts of Iron IV | World War II | War, production, front lines |
| Europa Universalis IV | 1444 to 1821 | Diplomacy, trade, colonization |
| Stellaris | Future, space | Sci-fi, exploration |
| Civilization VI | All of history | Shorter, more approachable games |
| Civilization V | All of history | The classic, simpler than VI |
| Total War: Warhammer III | Fantasy | Turn-based campaign plus real-time battles |
How we picked
- Quality of 77 or more on the GameValio index in October 2026, which blends Steam reviews with critic scores.
- An active community. Every game here had close to 14,000 concurrent players or more between September and October 2026.
- Grand strategy and 4X together. Paradox games are "pure" grand strategy; Civilization is 4X. If you're choosing what to play, the line barely matters.
You don't play a kingdom, you play a family. When your ruler dies you continue as the heir, and the goal is keeping the dynasty alive for centuries. Along the way come arranged marriages, assassinations, ambitious children and an uncle who wants the throne.
It's the most approachable Paradox game, with tutorials and tooltips that explain the rules when you need them. It produces stories you'll tell your friends.
Between October 2025 and October 2026, the lowest Steam price was $14.99, in November 2025. Never pay full price.
World War II as any country on the map, from Brazil to Mongolia. You run industry, research, politics and the front lines, and you can follow real history or take the world somewhere absurd.
It was the most played Paradox game when we made the list, passing 60,000 concurrent players in October 2026. It's also the hardest to learn.
Between October 2025 and October 2026, the lowest Steam price was $9.99, in June 2026. Worth waiting for the next big sale.
Nearly four centuries of history, from the age of exploration to the age of revolutions. You can turn Portugal into a global empire, unify Italy or make a tiny German principality rule Europe.
The Paradox game with the most content, after more than a decade of expansions.
Between October 2025 and October 2026, the lowest Steam price was $4.99, in May 2026. On sale, it's one of the best buys on this list.
Grand strategy in space. You design a species, an ideology and an empire, then explore a galaxy generated fresh each game. The early game feels like a calm 4X; the middle is diplomacy and war; the end brings crises that threaten the whole galaxy.
The freest game on the list: there's no real history to follow.
Between October 2025 and October 2026, the lowest Steam price was $9.99, in November 2025. Never pay full price. Resellers went lower in the same period.
The most famous "one more turn" in gaming. You take a civilization from the Stone Age to the space age, building cities out of districts spread across the map. Games are much shorter than Paradox campaigns, which makes it the best way into the genre.
Between October 2025 and October 2026, the lowest Steam price was $5.99, in March 2026. Worth waiting for the next big sale.
Plenty of people prefer V to VI: cities are simpler, the map is cleaner and games move faster. In October 2026 it was the best-reviewed Civilization on our index.
Between October 2025 and October 2026, the lowest Steam price was $2.99, in March 2026. On sale, it's one of the best buys on this list.
A turn-based campaign on a huge map and real-time battles with thousands of soldiers, monsters and magic. With Immortal Empires, which merges the maps of all three games, it's probably the biggest strategy campaign ever made.
It was the most played game on the list when we made it, getting close to 100,000 concurrent players in October 2026.
Between October 2025 and October 2026, the lowest Steam price was $8.99, in May 2026. Never pay full price.
Why the newest sequels didn't make it
The most recent releases in the genre were left out:
- Europa Universalis V came out in 2025 and, in October 2026, reviewed well below IV on our index.
- Civilization VII, also from 2025, sat below both VI and V.
- Victoria 3 had mixed reviews.
Strategy games tend to get much better with years of patches and expansions. When we made the list, the previous game was the more complete one in both series. Keep an eye on the new ones and buy when the reviews climb; GameValio's recommendation will show it when that happens.
Sid Meier’s Civilization® VI
Sid Meier's Civilization VIIFAQ
Which grand strategy game is best for beginners?
Crusader Kings III among the Paradox games, because it teaches the rules while you play. If you want something simpler with shorter games, Civilization VI.
Do I need the expansions?
Not to start. All of them work well as base games. In Paradox games, expansions add mechanics, and you can pick them up as you go, ideally on sale.
Why is the reseller gap so big on these games?
In October 2026, Paradox games still had high Steam list prices years after release, while resellers and marketplaces sell keys for a fraction of it. We cover the risks in Keyshop vs Steam.
Are the prices on this page current?
Yes. Each game's price, discount and recommendation come from today's data. The words are ours; the numbers are live.
