On this page 8 games
Some games you play, and some you run. In these eight, the fun is watching a system work: traffic flowing, the colony getting through winter, the belt taking ore to the right factory. And fixing it all when it breaks, which it always does.
The list mixes two close cousins: city builders, where you plan a whole city, and colony sims, where you look after a smaller group of people and each one matters.

How we picked
- Quality of 87 or more on the GameValio index in October 2026.
- Building and management at the center, not as a side feature of an action game.
- A range of pace. From the most relaxing (Timberborn) to the most stressful (Frostpunk).
The city builder everyone knows, for good reason. You lay out roads, zone districts, run water and power, and lose hours fixing a traffic jam that started with one badly drawn curve. The Steam Workshop holds one of the biggest mod libraries on the platform, from buildings to entire traffic systems.
In October 2026 the original reviewed far higher than its sequel on our index.
Between October 2025 and October 2026, the lowest Steam price was $2.99, in March 2026. Never pay full price.
A story generator dressed as a colony sim. Every colonist has a past, quirks and relationships, and the game's "storyteller" decides when to send a heat wave, a raid or a trader. The fun is in what happens when your best doctor has a mental break in the middle of surgery.
It has expansions and thousands of mods, and hundreds of hours go by easily.
Between November 2025 and October 2026 it went on sale nine times, always at 20% off. Waiting gets you little: buy it when you want to play.
The last city on Earth revolves around a coal generator, and the cold keeps getting worse. To survive you sign laws: child labor, 24-hour shifts, sawdust in the food. The game doesn't judge you, it just shows you the result.
The shortest and most intense game on the list. Each main scenario takes a few hours and stays with you for days.
Between October 2025 and October 2026, the lowest Steam price was $2.99, in April 2026. On sale, it's one of the best buys on this list. Resellers went lower in the same period.
A city builder in one- to two-hour runs. You found a settlement, meet the queen's goals before the rain turns deadly, and move on to the next. Every map has different resources and races, so you never follow the same recipe twice.
The best way in for anyone who finds city builders too slow.
Between October 2025 and October 2026, the lowest Steam price was $8.99, in December 2025. Never pay full price. Resellers went lower in the same period.
Humans are gone and beavers inherited the Earth. You build vertical wooden cities, dams and canals, and the big challenge is water: droughts come and the river disappears if you didn't store enough.
The most relaxing game on the list and one of the prettiest.
Between October 2025 and October 2026, the lowest Steam price was $20.99, in October 2025. Worth waiting for a sale.
A colony inside an asteroid, where oxygen, carbon dioxide, heat and water spread through your base following real physics rules. You'll learn more about temperature and pressure than you did in school, almost without noticing.
It's from Klei, the studio behind Don't Starve, and the cartoon look hides how hard it is.
Between October 2025 and October 2026, the lowest Steam price was $7.49, in November 2025. On sale, it's one of the best buys on this list.
You crash on a planet and need to build a rocket. To get there you automate mining, then smelting, then manufacturing, until the factory covers the map. It's less about people and more about logistics, and it might be the most addictive game on PC.
The Space Age expansion takes your factory to other planets.
In the twelve months we tracked, November 2025 to October 2026, it had no Steam discount at all. Don't wait for a sale.
The most detailed city builder there is. You plan every step of a Soviet republic's economy: the mine, the train that hauls the coal, the power plant, the factory, the bus that brings the workers. If you want, you can build every structure brick by brick, with trucks delivering the materials.
Not for everyone. If the others feel too simple, this is the end of the road.
Between October 2025 and October 2026, the lowest Steam price was $9.99, in December 2025. Worth waiting for the next big sale. Resellers went lower in the same period.
Just missed the cut
- Dwarf Fortress: the grandfather of colony sims, now with graphics. Unmatched depth and a learning curve to match.
- Banished: a simple, harsh medieval city builder about surviving the seasons.
- Satisfactory: Factorio in 3D and first person, with co-op.
Cities: Skylines
Cities: Skylines IIFAQ
What's the best city builder on PC?
Cities: Skylines, by our October 2026 criteria: it has the biggest mod community in the genre and reviewed far better than its sequel.
Which one is good for newcomers to the genre?
Against the Storm, for its short runs, or Timberborn, for its calm pace. Both explain their own rules well.
Which ones run on a low-end PC?
RimWorld, Oxygen Not Included and Factorio run on almost anything early in a game. Very large cities and factories get heavy on the CPU in any game of this kind.
Are the prices on this page current?
